Members of the UkNS took part in a scientific and practical conference dedicated to the 40th anniversary of the accident at the Chornobyl NPP, which was held at the National Academy of Internal Affairs
On April 24, the Academy hosted the scientific and practical conference “The Role and Place of Ukraine’s Ministry of Internal Affairs Bodies in the State Policy of Prevention and Response to Man-made and Natural Emergencies.” The event brought together representatives of Ukraine’s Ministry of Internal Affairs, scientists, researchers, civil protection experts, as well as specialists from the museum and education sectors.

The Rector of the Academy, Police General of the Third Rank Ruslan Serbyn, addressed the participants with a welcoming speech: “In the face of modern challenges and threats, it is extremely important not only to preserve the historical memory of the Chornobyl tragedy but also to reinterpret its lessons in the context of forming an effective state policy in the field of civil protection. It is the consolidation of efforts in science, practice, and education that allows for the development of effective mechanisms to prevent emergencies and minimize their consequences.” A welcoming speech was also delivered by the Vice-President of the Ukrainian Nuclear Society, Director of the Institute for Safety Problems of NPPs of the NAS of Ukraine, Academician of the NAS of Ukraine, Doctor of Technical Sciences, Professor Anatolii Nosovskyi, who briefly spoke about his experience as a liquidator of the Chornobyl accident and wished the conference participants success.

The conference participants discussed issues of preserving the historical memory of the liquidators of the consequences of man-made disasters, the significance of their experience for the modern civil protection system, and the importance of national-patriotic education of youth through examples of the heroism shown by Chornobyl liquidators. Presentations were delivered by: Kostiantyn Simeiko, member of the Board of the Ukrainian Nuclear Society, Scientific Secretary and Head of Laboratory at the Institute for Safety Problems of NPPs of the NAS of Ukraine, Doctor of Technical Sciences; Ihor Danylov, representative of the Office of Radiological Safety in Ukraine; as well as specialists from the V.M. Koretsky Institute of State and Law of the NAS of Ukraine, the Institute of History of Ukraine of the NAS of Ukraine, and the State Emergency Service of Ukraine.

Within the framework of fruitful discussions, experienced scientists and veterans shared their practical experience with the young generation of law enforcement officers, rescuers, and researchers. Their speeches were complemented by scientific reports from members of the “Synergy of Safety and Law” scientific circle of the Department of Tactical Training of the Training and Scientific Institute of Policing of the National Academy of Internal Affairs, who presented their own research — ranging from legal aspects of police actions in conditions of radiation threat to response algorithms. Academician of the NAS of Ukraine, Doctor of Technical Sciences, Professor Anatolii Nosovskyi emphasized the importance of dialogue with the younger generation. For the members of the “Synergy of Safety and Law” circle, this was not just a meeting with a famous scientist, but an opportunity to receive answers to questions that remain open even 40 years after the accident.

For their active participation in the patriotic education of students, personal contribution to strengthening the authority of the National Academy of Internal Affairs, and in honor of the liquidators of the consequences of the Chornobyl NPP accident, Anatolii Nosovskyi and Kostiantyn Simeiko received Certificates of Appreciation from the National Academy of Internal Affairs.



Based on the results of the discussion, the conference participants concluded that the Chornobyl tragedy is, above all, a story not about an accident, but about the hero-liquidators, the courage and patriotism of the Ukrainian people, their readiness for self-sacrifice, bravery, and incredible humanity.
