Participants of “NUCNEXT 2025” Adopted a Conference Resolution on the Development of Nuclear Energy and Strengthening Safety in Wartime Conditions

Following the VII International Conference “NUCNEXT 2025: Prospects for the Implementation of Innovations in Nuclear Energy” (September 25–26, 2025, Kyiv), organized by the Ukrainian Nuclear Society, the Institute for Safety Problems of Nuclear Power Plants of the NAS of Ukraine and the Council of Young Scientists, a key Resolution was adopted aimed at ensuring Ukraine’s energy security and rebuilding its economy.

Key Conference Decisions

Recognizing that the functioning and development of nuclear energy is a vital component of national security, a guarantee of energy independence, and an engine for economic development, especially under martial law, the Conference participants RESOLVED:

I. Strategic Priorities and Recovery

Acknowledge that under martial law, nuclear power remains a reliable source of energy generation.

Support the Ministry of Energy of Ukraine in creating an interagency working group to develop prospects for the construction of small modular reactors (SMRs) and to prepare a draft Roadmap for their deployment, taking into account post-war recovery, including the reconstruction of industrial regions and modernization of infrastructure.

Recommend that JSC “NAEK Energoatom”, in line with the updated energy strategy, continue scientific, preparatory, and design work for the construction of new NPP units, in particular AP1000 reactors and SMRs.

Recommend continuing work on the completion of Khmelnytskyi NPP Units 3 and 4 using modern technologies, with a high degree of production localization and the involvement of Ukrainian enterprises and research institutions.

Ensure state-level comprehensive support for nuclear development projects, including the construction of new NPP units, taking into account modern experience, innovations, and best global practices.

II. Safety and Wartime Experience

Combine the efforts of Energoatom, the State Nuclear Regulatory Inspectorate of Ukraine, the National Security and Defense Council, and research institutions of the NAS of Ukraine to create a working group.

The purpose of this group is to analyze Ukraine’s unique experience in operating nuclear power during wartime and to develop recommendations for improving the readiness of nuclear facilities to ensure safety under military threats.

III. Reforming the Personnel and Research Sphere

Considering the damage caused to research institutions and universities during the war and the outflow of young people, recommend that the Ministry of Education and Science of Ukraine and the NAS of Ukraine, jointly with Energoatom, develop a strategic program for reform and modernization.

The program should address existing structures and governance models of scientific and educational institutions in the nuclear sector, taking into account the need to develop human and social capital.

IV. Public Awareness

Continue informing the public about the benefits of nuclear energy, paying special attention to countering disinformation and disseminating reliable information through official resources.

V. Next Steps

This Resolution will be submitted to the Verkhovna Rada of Ukraine, the Office of the President of Ukraine, the National Security and Defense Council, the Cabinet of Ministers of Ukraine, and the relevant ministries and agencies.

Conference participants recommend that it be taken into account when making decisions on the development of strategic documents on energy, science, and technology.
